Summary order for delivery of pledge to person entitled
Any pawnbroker who without reasonable excuse, the proof whereof shall lie on him, refuses or neglects to deliver a pledge to the person entitled to have delivery thereof shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000, and the court may, with or without imposing a fine, order the delivery of the pledge on payment of the amount of the loan and profit.[30
