Rules
(1)
The Minister may make rules prescribing —
the form of the books to be kept by pawnbrokers and the particulars to be entered therein;
the form of the note or pawn ticket to be issued by pawnbrokers and the particulars to be entered therein;
generally the manner and conditions in and under which the business of pawnbroking shall be conducted;
the fees to be paid for licences by pawnbrokers and by auctioneers under this Act, and the manner in which sales under this Act shall be held;
the procedure to be followed by applicants for licences as pawnbrokers;
the form of the monthly returns to be made by pawnbrokers;
all matters stated or required in this Act to be prescribed; and
generally to give effect to the provisions of this Act.
(2)
Any person who contravenes any rule made under this Act shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $20,000 or to imprisonment for a term not exceeding 12 months or to both.[47
