Section 13

Prohibition of going to sea undermanned

(1)

Subject to section 12, if a ship to which this section applies goes to sea or attempts to go to sea without carrying such officers, doctors and other seamen as it is required to carry under section 11, the owner or master shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000 and the ship, if in Singapore, may be detained.
