Unqualified persons going to sea as qualified officers

(1)
If a person goes to sea as a qualified doctor, officer or seaman of any description without being such a qualified doctor, officer or seaman, he shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.

In this section “qualified” means qualified for the purposes of section 11.[13
