Regulations as to carrying of pilgrims
(1)
A pilgrim ship shall not carry pilgrims, whether in any cabin or as pilgrims of the lowest class, on more than one deck below the statutory load-line mark.
(2)
If this section is not complied with in the case of any ship, the master and the owner shall be liable on conviction for each offence to a fine not exceeding $10,000.[180
