When the deposit specified in section 178 has been made, the Minister for Finance shall certify in writing that this has been done.

The Port Master shall not grant a port clearance to a pilgrim ship proceeding from a port in Singapore until the master, owner or agent has produced the Minister’s certificate for inspection.[197
