Section 187

Penalty on master and owner for making voyage in contravention of contract with pilgrims

(1)

If a pilgrim ship, otherwise than by reason of perils of the sea or other unavoidable accident, touches at any port or place in contravention of any express or implied contract or engagement with the pilgrims with respect to the voyage which the ship was to make and the time which that voyage was to occupy, whether the contract or engagement was made by public advertisement or otherwise, the master and the owner shall each be guilty of an offence and shall be liable on conviction to a fine not exceeding $500 or to imprisonment for a term not exceeding 3 months or to both.

Nothing herein, in the absence of any express agreement to the contrary, shall prevent any vessel not exclusively employed in the conveyance of pilgrims from touching at any port not more than 100 miles out of her line of route for the purpose of coaling or taking in or discharging cargo:Provided that no such vessel shall remain in such port more than 48 hours.[204
