Section 192

All the obligations imposed by this Act or the rules made thereunder upon pilgrim ships proceeding from Singapore with pilgrims journeying to the Hedjaz shall attach to pilgrim ships proceeding to Singapore with pilgrims from the Hedjaz, unless it is expressly stated or necessarily implied that any obligation attaches only in respect of the journey from Singapore.[209
