(1)
The Minister may make such regulations as he considers necessary or expedient to implement the provisions of this Part and in particular to prescribe all matters and forms required to be prescribed.

(2)
Without prejudice to the generality of subsection (1), the Minister may make regulations —
(a)
for ascertaining the registered tonnage of ships; and
(b)
for establishing standards of seaworthiness required for the registration of ships.[422
