Restrictions on issuing of licences

Despite any provision in this Act, the Licensing Officer must refuse to issue a licence under this Act where the Licensing Officer is satisfied that —
(a)
the applicant is not a fit and proper person to hold such a licence; or
(b)
it would be contrary to the public interest for the applicant to be issued with the licence.
