Consent to prosecute

(1)
No prosecution shall be instituted under this Act without the consent of the Public Prosecutor or any person authorised thereto by him in writing to grant such consents.

In any prosecution under this Act the burden of proving that any poison found in the possession of the accused was not kept for sale shall be upon the accused.
