Section 14

No proceedings shall be instituted under this Act against any person duly authorised in that behalf by the Price Controller who has knowingly purchased goods at a price in excess of that fixed, or in excess of the permitted price, or who has paid a charge for a service in excess of the fixed charge, with the intention of procuring evidence for the purpose of prosecuting the seller for an offence under this Act.
