Section 52

Every execution of an instrument lodged for registration under this Act shall be attested by a witness who is not a party to the instrument.

The Registrar may, in any case in which he has reason to suspect impropriety, or where the duplicate instrument of title is not produced with the instrument, or where the instrument is executed by a marksman or by a person who appears to be illiterate, require any of the parties to the instrument or their respective witnesses to appear before him, or before any person nominated by him, for the purpose of proving the due execution of the instrument.[48
