Authority or permit required to employ unregistered teacher
(1)
An unregistered teacher may teach in a school only if an authority or a permit has been issued in accordance with section 41 or 44 respectively.
(2)
Subject to section 44, an unregistered teacher shall not be employed in any school unless at the time of application there is no suitable registered teacher available for employment in the school in which he is to be authorised to teach.
