Appeals
(1)
Any person who is aggrieved by a decision of the Commissioner to —
refuse to grant or renew a licence under section 7(2);
debar that person from applying or being granted a licence under section 7(4);
suspend or revoke a licence under section 11(1);
refuse to register an employment agency personnel under section 12A(3); or
de-register an employment agency personnel under section 12A(10),may, within 14 days of the date of receipt of the notice of such decision, appeal in writing to the Minister whose decision shall be final.
(2)
The Minister may, by writing under his hand, delegate all or any of his powers under this section (except this power of delegation) to any public officer.
(3)
A delegation under subsection (2) is revocable at will and no delegation shall prevent the exercise of any power under this section by the Minister.
(4)
A power so delegated, when exercised by the delegate, shall for the purposes of this section be deemed to have been exercised by the Minister.
