Appointment, etc., of inspectors and subordinate officers
(1)
An inspector shall be appointed or promoted by the President.
(2)
A subordinate officer above the rank of constable may be appointed, promoted, or advanced in grade by the Commissioner.
(3)
A constable may be appointed by the Commissioner or a commanding officer and may be promoted or advanced in grade by the Commissioner.
