Restriction on discharge of member of crew
(1)
When any seaman is about to be or is discharged or paid off in Singapore, the master, owner, charterer or agent must so notify the Controller.
(2)
A member of a crew who has been discharged or paid off must not be left in Singapore unless either —
he or she is a citizen of Singapore; or
he or she is in possession of a valid permit or pass.
(3)
Where there has been any contravention of subsection (2), the master, owner, charterer, agent or consignee of the vessel, aircraft or train in which the person concerned was employed is liable for the maintenance of that person and for the cost of that person’s repatriation to that person’s place of birth or citizenship or, if the master, owner, charterer, agent or consignee so elects, to such other place as the Controller may approve.
