Power to enter and inspect premises
The Licensing Officer or any officer duly authorised by him in writing in that behalf may enter and inspect any premises which are used or which the officer has reasonable cause to believe are to be used for the purposes of an establishment for massage and examine all books or other documents found in the premises and remove them for further examination.
