Section 7

The Director or any person duly authorised by him in writing or a registered medical practitioner in the service of the Government or any person duly authorised by such registered medical practitioner in writing may, subject to such regulations as may be made by the Minister, at any time of the day or night and without notice enter and inspect any premises which are used or to be used, or which that officer or person has reasonable cause to believe to be used for the purpose of a home and inspect any records required to be kept in accordance with the provisions of this Act or any regulations made thereunder:Provided that nothing in this Act shall be deemed to authorise any such officer or person to inspect any medical record relating to any patient in a home.

Any person who refuses to allow any such officer or person to enter or inspect any such premises or to inspect any such records or obstructs any such officer or person in the execution of his powers under this section shall be guilty of an offence.
