Appeals
(1)
Where an application made under section 10 for permission to develop or subdivide any land or under section 13 for permission to carry out any works within a conservation area is refused or is granted by the competent authority subject to conditions the applicant may, if aggrieved by the decision of the competent authority, appeal to the Minister within 28 days of the date of the notification of the decision in the form and manner prescribed by rules made under section 30.
(2)
Where an appeal is brought under this section from a decision of the competent authority, the Minister may dismiss or allow the appeal unconditionally or subject to such conditions as he considers fit.
(3)
The decision of the Minister on any appeal referred to him under this section shall be final. [12
