Section 13

Any police officer having reasonable suspicion that such articles as are mentioned in section 12 may be found on any person and having reasonable ground for believing that by delay in reporting the offender may escape, may arrest and search that person himself and if any such article is found upon the person searched the offender shall be taken before a police officer not below the rank of sergeant to be dealt with according to law.
