Section 16

Interpretation of this Part

For the purposes of this Part —

(a)

the Minister charged with the responsibility for human resource management in the Civil Service shall be deemed to be the employer of employees of the Government; and

(b)

the Minister shall be deemed to have been notified that a trade dispute exists if a person designated by him for that purpose has been so notified.
