Section 24

Any person who imports or attempts to import or abets the importation of any document or publication or without lawful excuse has in his possession any document or publication imported in contravention of an order under section 20 shall be guilty of an offence under this Part and shall be liable in respect of a first offence under this section to a fine not exceeding $1,000 or to imprisonment for a term not exceeding 2 years or to both and, in respect of a subsequent offence to imprisonment for a term not exceeding 3 years.
