Section 3

Penalty

Any person who acts in contravention of section 2 shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000 or to imprisonment for a term not exceeding one year or to both:Provided that no person, other than the proprietor, editor, printer or publisher, shall be liable to be convicted under this Act.
