Arrest without warrant
Notwithstanding section 14 any police officer having reasonable grounds to believe that such instrument or appliance as is mentioned in that section may be found on any person may arrest and search that person and if any such instrument or appliance is found upon him he shall be taken before a Magistrate’s Court to be dealt with according to law.
