Extraordinary powers of authority
In cases of emergency any authority, if he is unable immediately to communicate with the appropriate Minister, may direct the execution of any work or the doing of any act which the Minister is empowered to execute or do and which it is not by this Act or any regulations made thereunder expressly empowered to do and the immediate execution or doing of which is in its opinion necessary for the service or safety of the public:Provided that —
(a)
he shall not act under this section in contravention of any decision of the Minister or against any existing policy of the Government; and
(b)
where he acts under this section he shall report such action to the Minister at the first opportunity to do so.[92
