Section 119

The master, agent or owner of a vessel navigating in circumstances in which the vessel is required by the Authority, under section 84, to be under pilotage who does not employ an Authority pilot for such purpose shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000 and shall in addition be liable to pay to the Authority as penalty double the amount of pilotage dues and rates which would have been payable if the vessel had been under pilotage as required under section 84.[104
