Section 56

A receipt for port dues, pilotage dues or goods dues, as the case may be, shall be given to every person paying them, and any vessel in respect of which such receipt is not produced, when demanded by an officer duly authorised by the Authority in that behalf, may be detained until such receipt is produced.[53
