Section 77

The Port Master or his authorised representative or any officer of the Authority authorised by the Authority or any police officer may go on board any vessel within the port whenever he suspects that any offence against this Part has been or is about to be committed in any vessel, or whenever he considers it is necessary for him to do so in the discharge of any duty imposed upon him by this Part or otherwise by law.

Any master of such vessel who, without lawful excuse, refuses to allow the Port Master or his authorised representative or any officer of the Authority authorised by the Authority or police officer so to enter such vessel shall be guilty of an offence and shall be liable on conviction for each offence to a fine not exceeding $1,000.[69
