Appointment of committees of Board, and delegation of its powers
(1)
The Board may appoint such committees consisting of such number of members of the Board as it thinks fit for any purposes which, in the opinion of the Board, would be better regulated and managed by means of such committees.
(2)
The Board may, subject to such conditions or restrictions as it thinks fit, delegate to such committees or the Chairman all or any of the functions required to be performed by the Board under this Act, except the power to make regulations, prescribe or levy dues and rates and borrow money.
(3)
The Board may, subject to such conditions or restrictions as it thinks fit, delegate to any employee thereof all or any of the powers, functions and duties by this Act vested in the Board except the powers to make regulations, prescribe fees and borrow money, and any powers so delegated shall be exercisable by the employee in the name and on behalf of the Board.
(4)
The Board may continue to exercise any powers or perform any functions and duties conferred on it by this Act notwithstanding the delegation of those powers, functions or duties under this section.
