Section 14

Prohibition of export of public records, etc.

No person shall —

(a)

without the written permission of the Director, take or send out of Singapore any public record;

(b)

write on, mark, inscribe or otherwise deface any public record; or

(c)

mutilate, excise or otherwise damage any public record.
