Appointment of officers and employees
(1)
The Council may appoint such officers and employees as may be necessary to assist the Council in carrying out its functions.
(2)
All officers and employees of the Council shall be under the administrative control of the Council and shall be appointed on such terms and conditions as may be determined by the Council.
(3)
The Council may delegate to any of its members, officers or employees such of its powers and functions as the Council may think fit.
