Bar to legal proceedings
No legal proceedings whatsoever shall lie or be instituted or maintained in any court for or on account of any loss of or damage to any article or publication seized, detained, confiscated or destroyed under any provision of this Act, or for or on account of any delay in the delivery or return of the article or publication to the person to whom the article or publication would otherwise have been delivered or returned.
