Proceedings where owner is unknown
(1)
Where the name or address of the owner of any premises upon which a nuisance exists or with regard to which a Magistrate’s Court is empowered to make a mandatory order is unknown and cannot with reasonable diligence be discovered, such Court may issue a summons addressed to the owner of the premises.
(2)
Such summons may be served in the manner specified in section 119.
(3)
If the owner does not appear upon the hearing of the summons, such Court may make such an order upon him in his absence as it might have made in his presence except that it shall not inflict any fine upon him.[119
