Section 131

No proceedings for an offence punishable under Part VIII, XI or XIII shall be instituted except by or with the sanction of the Public Prosecutor or the Commissioner.

Any police officer or public officer authorised in writing in that behalf by the Commissioner may conduct any prosecution in respect of any such offence.[134
