Section 20

A system of night-soil removal may be applied to defined areas, and fees may be charged

(1)

The Commissioner may at any time provide and apply to all or any houses, lands, buildings and tenements within any area or areas defined by him for such purpose, a system for the collection and removal of night-soil and may charge fees for the provision of such system and the supply of such pails and other utensils.

(2)

Such fees shall be payable by the occupiers of the houses, lands, buildings and tenements to which such system is applied, and shall be recoverable from the occupiers in the manner provided under section 121.

(3)

At least one month before the application of any system for the collection and removal of night-soil to any area, notice thereof shall be served at every dwelling-house affected thereby within the area either by delivery of the notice to the occupier thereof or by affixing it to some part of the premises, and notice thereof shall be published in the Gazette.

(4)

The notice served at every dwelling-house referred to in subsection (3) shall be in the Malay, Chinese, Tamil and English languages.[21
