Prohibition against unauthorised collection of night-soil
(1)
In any area to which a system for the collection and removal of night-soil has been made applicable by the Commissioner under section 20(1) —
no person other than an employee, contractor or agent of the Commissioner shall, except with the permission in writing of the Commissioner or except as required by the Commissioner under section 22, collect or remove any night-soil; and
no person shall refuse any service for the collection and removal of night-soil provided by the Commissioner, either directly or through contractors or agents.
(2)
Any person who contravenes subsection (1) shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $1,000.[22
