Section 38

Powers of Commissioner

The Commissioner may, subject to the provisions of this Part and to such terms and conditions as he thinks fit —

(a)

grant licences to hawkers;

(b)

allocate stalls, pitches and sites for the purpose of hawking; and

(c)

classify hawkers into such categories as he thinks necessary.[39
