Section 31

Whenever it appears to the Board to be desirable that a scheme should be framed and approved for the application or management or a change in the management of any endowment, or for the closing and winding up of any endowment, the Board may frame such a scheme and submit it for the approval of the General Division of the High Court in the manner and subject to the provisions hereinafter mentioned.
