delays or obstructs the Director or any authorised officer in the exercise of his powers under this Act; or

fails to facilitate by all reasonable means the entry and inspection of any premises by the Director or any authorised officer, or the examination of any fuel burning equipment, control equipment, or industrial plant, or the making of any tests which the Director or any authorised officer is empowered under this Act to make,shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $2,000.
