Section 12

Duty to report discharges of oil into Singapore waters

If any oil or mixture containing oil —

(a)

is discharged from a vessel into Singapore waters for the purposes of securing the safety of the vessel, or of preventing damage to the vessel or her cargo, or of saving life;

(b)

is found to be escaping, or to have escaped, into Singapore waters from a vessel in consequence of damage to the vessel, or by reason of leakage; or

(c)

is found to be escaping, or to have escaped, into Singapore waters from a place on land,the owner, the master or the agent of the vessel, or the occupier of the place on land, as the case may be, shall forthwith report the occurrence to the Director and the Port Master, stating, in the case of a report by the owner, the master or the agent of a vessel, whether it falls within paragraph (a) or (b), and, if he fails to do so, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000.
