Discharge of oil into Singapore waters
If any oil or mixture containing oil is discharged into Singapore waters from any vessel, or from any place on land, or from any apparatus used for transferring oil from or to any vessel (whether to or from a place on land or to or from another vessel) —
if the discharge is from a vessel, the owner, the master or the agent of the vessel;
if the discharge is from a place on land, the occupier of that place or if the discharge is caused by the act of another person who is in that place without the permission (express or implied) of the occupier, that person; or
if the discharge is from apparatus used for transferring oil from or to a vessel, the person in charge of the apparatus,shall be guilty of an offence and shall be liable on conviction to a fine of not less than $500 and not more than $500,000 or to imprisonment for a term not exceeding 2 years or to both.
