So soon as may be after 1st April but not later than 30th September of each year, unless expressly authorised in writing by the Minister, the Board shall prepare a report of its activities and operations in the preceding financial year and shall send a copy of such report to the Minister who shall present the copy of every such report to Parliament.[17
