Restrictions on power to dismiss charge
(1)
A disciplinary officer must not dismiss a charge unless he or she is satisfied —
(a)
that the charge is groundless; or
(b)
that there are special circumstances which justify its dismissal.
(2)
A disciplinary officer must record the reasons for the dismissal of a charge.
