Section 16

A person must not sell any food that is packaged or labelled in a manner that does not comply with all applicable requirements of this Act relating to identification and labelling of that food.

In a prosecution for an offence under section 20 for contravening subsection (1), it is not necessary for the prosecution to prove that the accused intended to commit the offence.
