Section 71

The Minister may make regulations for or in respect of every purpose which is considered by him necessary for carrying out the provisions of this Act, for the prescribing of any matter which is authorised or required under this Act to be prescribed, and in particular and without prejudice to the generality of the foregoing for or in respect of all or any of the matters specified in the Schedule.

The Minister may from time to time, by notification in the Gazette, add to, alter or amend the Schedule.

The Minister may in making any regulations provide that any contravention of or failure to comply with the regulations shall be an offence punishable with a fine not exceeding $10,000 or with imprisonment for a term not exceeding 6 months or with both; and in the case of a continuing offence with a fine not exceeding $100 for every day during which the offence continues after conviction.

All such regulations shall be published in the Gazette and shall be presented to Parliament as soon as possible after publication.[68
