Application for licence
(1)
An application for a licence must be made to the Authority, be accompanied by an application fee (if prescribed), and be made in the form or manner determined by the Authority.
(2)
On receipt of an application under subsection (1), the Authority must consider the application and may grant a licence with or without conditions or refuse to grant a licence without assigning any reason.
(3)
A licence may be granted in such form as the Authority determines.
(4)
Subject to subsection (5), the Authority may, at any time, modify the conditions of a licence.
(5)
Unless the Authority considers it impractical or undesirable in the circumstances of the case, the Authority must, before proceeding to modify any condition of a licence under subsection (4), give the licensee concerned written notice of its intention to do so, and an opportunity to make a representation, within such time as may be specified in the notice, as to why the condition should not be modified.
