Matters to be considered by Corporation in granting licence

In exercising its discretion to grant or refuse a licence to operate the Mass Rapid Transit System, the Corporation shall have regard to the financial standing of the applicant and its ability to maintain an adequate, satisfactory, safe and efficient service.[16C
