Section 21

Subject to subsection (2), the claimant and the respondent and every person to whom notice of a claim has been served under section 19(1)(b) are parties to the proceedings on that claim.

A tribunal may, at any time, order that the name of a person who appears to it to have been improperly joined as a party be struck out from the proceedings.
