Council may act notwithstanding vacancies
(1)
The Council may act notwithstanding any vacancy in its membership.
(2)
If and so long as its number of members is reduced below the number fixed by section 53(2) as the necessary quorum, the Council may act for the purpose of increasing the number of members to that number or of holding a general meeting.[34
